The honest answer
For most first-time visitors, Kenya is the better choice. It's cheaper, easier to access, and the Maasai Mara is the densest big-cat country in Africa. Tanzania is the better choice if you have more budget, more time, and want sheer scale (Serengeti) plus a unique experience (Ngorongoro Crater).
If you can do both, combined trips work brilliantly.

The combined option
Kenya + Tanzania combined safaris (10–14 days) deliver the best of both, the Mara's drama, the Serengeti's scale, and Ngorongoro Crater. Logistics are well-trodden, fly Mara to Seronera (or drive via Isebania border), then south through Serengeti, Ngorongoro, optionally Tarangire, exit via Arusha (back to Nairobi or fly home from Kilimanjaro).
